Combined exposures: flooding, evacuation and humid heat, explained

Flood exposure rarely arrives alone. Some ZIP codes carry it alongside a second measurement that changes what flooding means there — households with no car to leave in, or a heavy load of humid-heat days. This page explains what each of the three measurements is and why only one of them has a federal reference, then lists each overlap separately. Pick a state below to see its own lists.

A ZIP code with an unobservable measurement is absent because it was not measured, never because it was checked and found clear — and a ZIP that was measured and simply does not carry an overlap is not listed either. Absence from this page is never a statement that a place is fine. FEMA’s Special Flood Hazard Area describes a piece of land, not a line any ZIP code has crossed, and the 28 °C humid-heat figure is occupational guidance rather than a federal limit.

What "combined exposure" means here

Flood exposure, and the thing it shows up alongside

Flood exposure on its own is a fact about land: how much of a ZIP code sits in the area FEMA maps as flood-prone. What that fact means on the ground depends on what else is true in the same place. A ZIP code where a large share of households have no car faces a different practical problem than one where most households can drive away. A ZIP code that also carries a heavy load of humid-heat days carries two climate burdens rather than one.

These pages report where flood exposure and a second measurement are both elevated in the same ZIP codes. They report the two facts side by side. They do not merge them into a single score, rank areas by how "bad" the combination is, or attach a number to how often the two occur together.

Why two lists, not one. Flood exposure alongside car-free households and flood exposure alongside humid heat are different patterns in different places, so merging them would misstate both. Each list above is headed by its own coverage figures. Each state page below carries that state's full set.

The three measurements

Three different kinds of instrument — and only one federal reference

These three measurements are not the same kind of thing, and treating them as interchangeable would be the easiest way to mislead on this page. One is read off a published federal map, one is a household survey estimate, and one is modeled from weather data. Only the first carries a federal designation at all — and even that designation describes land, not a safety line that any ZIP code has crossed.

This is how much of a ZIP code's land sits inside the 1% annual-chance floodplain — the area FEMA maps as the Special Flood Hazard Area, often nicknamed the "100-year floodplain." Despite that nickname it does not mean one flood per century: the 1% chance applies every single year, so such floods can strike in back-to-back years. It is read off FEMA's published flood maps rather than modeled, and it describes land, not any particular home.

This is the share of households in a ZIP code with no vehicle available, from the Census Bureau's American Community Survey. It counts households rather than people, it is an estimate drawn from a sample rather than a full census, and it says nothing about why a household has no car. Next to flood exposure it is a logistical fact and nothing more: an evacuation that assumes a car is harder without one.

Humid-heat days

This is the average number of days a year when the daily-high wet-bulb globe temperature reaches 28 °C — a heat-stress measure that combines temperature, humidity, sun and wind. Humidity matters because it slows the body's main way of cooling itself, sweat evaporating from the skin, so the same air temperature is harder on the body when the air is humid. The count is modeled across a 2011–2020 climatology, not measured at your address.

Cornell wet-bulb globe temperature data. The 28 °C line comes from NIOSH/ACGIH occupational heat-stress guidance written for workplaces — it is not a federal environmental limit, and reaching it is not a regulatory exceedance.

The two combinations

Two named combinations that share the flood measurement

Flood exposure appears in both combinations; the second measurement is what differs. A state page lists each combination in its own section, so the two are never blurred together — and a ZIP code that carries both appears in both lists, because it has genuinely met two separate descriptions. Here is exactly what a listed area's row says in each case.

Coverage & how to read this

Three different kinds of measurement sit behind these pages, and they are not interchangeable: flood exposure is read off FEMA's published flood maps, households without a vehicle is a Census survey estimate, and humid-heat days are modeled over a 2011–2020 climatology. None of them is a reading taken at your address. A ZIP with an unobservable measurement is shown as not measured, never as "not impacted," and a ZIP that is measured and simply does not carry an overlap is not listed — absence is never a claim that a place is fine. Only the flood leg carries a federal designation, FEMA's Special Flood Hazard Area, and it describes land rather than a line any particular ZIP has crossed; the 28 °C humid-heat line is occupational guidance, not a federal limit. A ZIP reaches a list by ranking in the highest 10% of US ZIP codes for each of a pair's two measurements.
